What inspecting in Los Alamitos actually looks like
Los Alamitos is an incorporated city in the northwest corner of Orange County, and what shapes an inspection here is the shape of the housing stock more than its age. Of roughly 4,623 housing units counted in the American Community Survey's 2020–2024 five-year estimates, about 1,469 — close to a third — sit in buildings of three to nine units, and detached houses account for fewer than half the total. That is the profile of a small-multifamily market rather than a tract market, and it changes what an inspector expects to find on an ordinary Tuesday: gang meter stacks and the sub-feeds running from them to individual dwellings, common-area water heaters, shared laundry rooms, parking at grade under carports instead of enclosed garages, and a single continuous roof plane covering several dwellings at once.
The build era is spread out rather than concentrated, which is the other half of the story. The same ACS release puts two-thirds of the city's housing in the three decades from 1950 through 1979 — the 1960s the largest single decade, the 1970s close behind — with a median year built of 1970 and about three in ten units dating to 1980 or later. There is no five-year build window here, and so no single defect template that follows from one. Roof coverings alone run from mid-century composition, to low-slope membrane over carports and covered walkways, to tile whose underlayment is inside its replacement window even where the tile itself is sound. Original galvanized supply, cast-iron drains, and undersized or ungrounded service are live questions on the older half of the stock and largely beside the point on the newer.
Two jurisdictional details change how a buyer should use a report here. First, permit history has a local home: the city runs its own Development Services Department, whose Building and Safety Division issues building, electrical, and plumbing permits for property inside the city limits, performs the resulting inspections, and operates an online permit center. On older construction it is worth asking the city whether its file actually reaches back to the work you are asking about. Second, a Los Alamitos mailing address is not the same thing as being inside the Los Alamitos city limits — the unincorporated community of Rossmoor immediately to the west is a census-designated place, not a city, and carries a Los Alamitos mailing address. We confirm jurisdiction from the parcel rather than from the envelope, because the office that issued the permits is the office that holds the records.

On small multifamily a single accessible cleanout frequently serves more than one dwelling, which changes how a camera run is staged and limits what it can prove about any individual unit's branch line. We state where the camera entered, how far it reached, and which branches the run does not cover, instead of implying whole-building coverage.
- 04Mixed-occupancy buildings — commercial space at grade with dwellings above. The questions change: how commercial and residential utilities are separated and metered and whether each dwelling has its own disconnect, how a parking or service level is drained and waterproofed where living space sits over it, how vertical mechanical and plumbing chases cross between occupancies and what happens to fire separation where they do, and where building systems end and tenant space begins.
- 05Multi-tenant commercial and small-bay flex space, which carries a different scope than a house: large low-slope roof areas and ponding, rooftop package units and their curbs and condensate routing, grade-level and dock doors, tenant-improvement electrical layered over original distribution, and life-safety and accessibility observations. We write these as ASTM E2018 property condition assessments with a five- to ten-year replacement-reserve table rather than stretching a home-inspection format over them.
- 06A build era spread across three decades rather than compressed into one. With two-thirds of the housing dating to 1950–1979 and about three in ten units built in 1980 or later, a house still on original supply piping and a later building whose tile roof looks sound while its underlayment is due can be a short walk apart. Scope gets set from the property in front of us, not from the ZIP code.
