Belmont Shore is a neighborhood inside the City of Long Beach, not an independent city, and it does not behave like Long Beach as a whole. It occupies a low, flat strip on the southeast side of the city, with the open ocean on one side and Alamitos Bay on the other. Because it sits inside city limits, permit history on a Belmont Shore property is a City of Long Beach record, handled through the city's Building & Safety Bureau. Jurisdiction is not what makes the area distinct on inspection day, though. Parcels run street to alley. Garages are detached and reached from the rear alley rather than a driveway, and on many blocks the side yard is too narrow to set a ladder against a roof edge without standing on a neighbor's property. Buildings sit close enough that whole elevations can be seen and not touched.

The buildings on those lots do not share one era. Census figures for the tracts covering the neighborhood put pre-1940 construction at roughly a third of housing units — the largest single era, but not most of them — with much of the remaining unit count in mid-century and later apartment infill (American Community Survey five-year estimates; tract boundaries are not the neighborhood boundary). The setting is the constant. The ground is low and flat and close to open water, so crawl spaces are shallow and site drainage has almost no fall to work with — and where two buildings stand a few feet apart, the strip between them collects water and gets neither the sun nor the moving air to dry out afterward. Salt-carrying air reaches the alley elevation and the rear yard as readily as the street face, which is why the condenser behind a detached garage and the enclosure on an alley-facing wall give out ahead of the same equipment on an inland house. On the older buildings, the framing predates the seismic detailing that later became standard practice, and whether a particular house has been retrofitted since is something the inspection establishes rather than assumes.

  • 01Reach, first. Where a side yard is two or three feet wide there is no safe ladder placement for part of the roof, and stretches of a side elevation or a foundation cannot be got to without stepping onto the neighbor's parcel. We work the roof from the slopes that can be walked or laddered safely, use elevated vantage points and a camera where the geometry allows, and then name every area we could not reach and why. An unreachable elevation that goes unmentioned is the real hazard, not the elevation itself.
  • 02Salt air does its worst where surfaces stay damp and never rinse, and on these lots that means the alley side and the shaded gap between buildings: alley-facing meter and panel enclosures, a condenser tucked behind a detached garage, garage door tracks, springs and rollers, exterior stairs and railings serving space above a garage, and the nails and screws sitting behind gutter and flashing. Hardware gives out ahead of the material it holds — a railing can feel solid while its anchors have lost their section — so connections get judged on their own.
  • 03The strip between two buildings. Minimal setbacks on flat ground make a path that holds water instead of carrying it away, siding and sheathing that never fully dry, and roof runoff from a taller neighboring structure landing on an older roof. We follow where that water actually goes, and look for cracking, settlement, or disturbed grade along the shared line.
  • 04Shallow crawl spaces on low ground: standing or recurring moisture, efflorescence on piers and stem walls, rusted anchor and strap hardware, wet or compressed subfloor insulation, and fungal growth on joists and subfloor sheathing. In a narrow side yard the exterior grade often sits above the interior crawl-space grade, and that is usually the way in.
  • 05A lateral running the full length of a deep, narrow lot — original clay or cast iron on the oldest buildings, with root intrusion, offset joints, bellies, and infiltration as the standard findings. Frequently there is no accessible cleanout outside, so entry has to be made through a pulled toilet or a roof vent.
  • 06Old wood, two ways. On the pre-war buildings the framing predates standard seismic detailing, and three conditions recur: unbolted mudsills, unbraced cripple walls, and unreinforced masonry chimneys. The same wood draws drywood termites — exposed rafter tails, fascia, window and door framing, porch members, alley-side garage framing — and from a ladder, old inactive damage and a live colony look much alike while carrying very different repair numbers, so we separate them.
  • 07Alley-side structures: detached garages, living space built above them, garage conversions, and additions reached only from the alley. How that space is framed and tied into the original building, egress, smoke and CO alarm placement, separation between dwellings, and apparent permit status all sit outside what a single-family walkthrough covers.
